/var/tmp is supposed to be reboot persistent #347

Looks like on e.g. EL9, /tmp is tmpfs during postinstall (if no dedicated partition is used for /tmp in the filesystem layout ofcourse)

It would be good to have this context in the commit log and explain why this needs to persist across reboots?
