Update GitHub Actions workflows and README badge
Based on https://github.com/r-lib/actions/blob/0ddb332dec8c641476a00f2d78d2ecf89de48850/examples/check-full.yaml Our previous workflow used the sysreqs package, which was failing and doesn't seem to be the preferred approach anymore.

https://github.com/r-lib/actions/ looks like it still has
masteras the default branch, so I didn't update things like this in the GHA workflows:scales/.github/workflows/R-CMD-check.yaml
