CI: work around ownership issue on github

"make update" with newer distros is giving us:

  fatal: detected dubious ownership in repository at '/__w/shim/shim'
  To add an exception for this directory, call:

	git config --global --add safe.directory /__w/shim/shim

So that's exactly what I'm trying.
