This looks good to me. Probably beyond the scope of this PR, but it might be nice to have buttons next to the citation papers to auto-generate + download a bibtex file (you see this on some journal websites) for easy importing for people writing papers. |

As discussed, this PR switches the order of the Publications page to put citation instructions first, and other publications second.
There are also enough publications now that the "other publications" list can omit the papers in the citation instructions without looking silly and short.
