DecimalExt.GetNumberOfDigitsAfterDecimal and DecimalExt.DigitsAfterDecimal failed on negative numbers. Fix for both methods and added xUnit tests for DecimalExt. So I have to modify .gitignore to add .vs and .cr folders to exclusions.
