Feature Description

Some constraints (such as Don't repeat tools) don't require a parameter, as they should be applied to all the tools.

Is this feature related to a problem? Please describe.

It is counterintuitive to provide a tool name when specifying a constraint Don't repeat tools

Describe the solution you'd like

Some constraints should require 0 params, atm, we distinguish 1 and 2 params only.
