Introducing HiPedia Bot #2

introducing the bot for HiPedia, using jwbf as library for API access to mediawiki.

Two sources are currently implemented:

• Wikipedia (de) for counties of Landkreis Hildesheim
• Members and advisors of Kreistag Hildesheim
