Add `sghi.etl.commons.utils.run_workflow`, a utility function that executes ETL Workflows. This function accepts a factory function that supplies an SGHI ETL `WorkflowDefinition` instance, it then invokes the function to get the `WorkflowDefinition`/workflow and then executes it.
