This PR provisions an S3 bucket for storing prometheus metrics, and enables the thanos service in prometheus to automatically archive prometheus logs in S3. I've deployed this in staging and confirmed it works.

Thanos also has support for reading logs from S3, which would allow us to write prometheus queries against historical data beyond the maximum time they're stored on disk. I haven't pursued that yet, as I still haven't figured out why prometheus data is being discarded every 2 weeks.
