Motivation
Automated release tooling requires following the Conventional Commits format for commit messages and PR titles. Currently, the CONTRIBUTING.md file does not mention this requirement, causing confusion and failed checks for new contributors.
Solution
This PR adds a section in the "Commits" section of CONTRIBUTING.md to outline the Conventional Commits format. It includes examples and guidance so contributors know how to format their commits and PR titles correctly.
