I don't think progress 1.2.3 is truly necessary for vroom usage but it suppresses a new compilation warning in r-devel. I tried clearing the GHA cache but we're still getting an older progress package. Probably because binaries aren't available yet for the new progress release. I could just be patient but I'd like to get vroom cleanly passing CI before I stop thinking about it.
