Adds an ACE self-interaction menu to admins that allows them to change the loadout used in the mission and apply loadouts to units.

Undone things:

Needs testing in MP.
(Option to) Only change players' loadouts (currently changes all units that has a TB3 loadout applied).
Add a required mission setting to enable?
Handle ACE not being loaded.
