sysconfig-setting-keymap: prefer the phrase "keyboard layout"

"Keymap" is a bit jargony.  Introduce the subject with the phrase
"keyboard layout" instead, but keep the last "keymap" reference because
that's what localectl calls it.

Fixes coreos#454.
