New Search Functionality Issues

This ticket is pulling out the priority "fast follows" from the search release. We don't plan on adding more issues to this ticket - all future issues should have their own ticket created and be prioritized on the boards

• Improvements for email notification performance - @as1729 and @TylerHendrickson to align Monday on fast follow
• [in review] @replicantSocks You are able to create a new search while an existing search is still running - this causes results from showing different from what search criteria were run. -- look more into this after 503 error is in staging to understand how frequently 503 is happening. for this scenario.
• [in review] @replicantSocks starting a new saved search or clicking "clear" while a search is running causes wonky behavior - new search criteria filters show at top of page, but original search results load. most likely to happen when original search is taking awhile to load
• [in review] incorrect behavior of closed/archived state #2034
• Forecasted Grant coming in as Posted status #2037
• [in production] @as1729 When grants table returns a 503 error, the error is not displayed the user and the table state can be stale. This should show the user that there was an error and ask them to try again. -- in prod
• @replicantSocks Keyword search seems to be case sensitive - "cancer center" returns no results; "Cancer Center" returns 2 - can't reproduce, checking as complete for now
