Add April Monthly Call content to Monthly Calls page

Purpose

To add the April monthly call video and video (if available) to the USWDS monthly calls page.

Steps to be completed

• Draft copy for monthly calls page
• Get feedback from content team
• Get approval of content from fed team
• Work with dev team on adding Add April MC Q&A to Discussions #2630
• Create branch to update YML page
• Submit pull request - will be closed by Add April 2024 monthly call #2671
• Pull request approval
