This PR add merge branch action to the vcluster repo.
As part of the Vcluster sync pipeline, once the E2E test passed on K8S repo. A dispatch event will be triggered by K8S repo to Vcluster repo And we will merge the testing branch from Vcluster repo(create by previous pipeline) to master using this action.
WIP: We may face some repo permission issue, we will test and fix it during the whole pipeline testing.
