Add StalledDiskPrimary analysis and recovery to vtorc

Description

This PR re-opens #16050 with some minor refactoring changes. This PR adds the changes for adding a stalled disk failure recovery where-in VTOrc runs ERS when it detects it.

We have tested the changes out in PlanetScale and they work as intended!
