Second release

It contains next golang images environment:

• Mac OS SDK 10.15
• gcc/g++ 8.3.0-6
• clang/clang++ 7.0.1-8+deb10u2
• o64-clang/o64-clang++ 7.0.1-8+deb10u2
• i686-w64-mingw32-gcc/i686-w64-mingw32-g++/x86_64-w64-mingw32-gcc/x86_64-w64-mingw32-g++ 8.3-win32

Major changes:

• o32-clang/o32-clang++ was removed from target builds (breaking changes)
• Since golang 1.15 version was disabled of Mac OS 32 bit support so it is unsupported here
• Mac OS SDK was bumped from 10.11 to 10.15 version
• Mac OS minimal version was bumped from 10.11 to 10.12
• Place to store libtool package was changed to the repository into fake Release 0.0.0
• Default golang version was bumped from 1.13.15 to 1.17.0

Golang version:

• latest - golang 1.17.0
• 1.17, 1.17.0 - golang 1.17.0
• 1.16, 1.16.7 - golang 1.16.7
• 1.15, 1.15.15 - golang 1.15.15
