Update Banner Sound to New YouTube Sound [WORKING]

This updated the sound of the banner to the one that you have on YouTube for TV. It sounds pretty good, and think it might fit into the sound for the banner of this program. It should include this:

Fixed the problem by shorting the length of the audio in the wav file from 3.77 seconds to exactly 3.00 seconds.

No, it does not happen anymore @SleepyBoi2852. It had something to do with the length. It also works for me now.
