[TM-1519] POC Airtable Sync

A couple notes:

• I haven't implemented any specs yet. I expect the service to change pretty heavily and so I've left specs until it's in a more stable state
• There are a lot of open questions about various fields in the Project Airtable space. As such, this syncs a few fields including a couple of complicated ones, but there will be some significant changes here.
• In local development, the Queue service in Nest complains loudly that our Redis version is too low. It works fine, and since we're using ElastiCache for Redis in AWS, I don't think this will be a problem there.
