Ry and I decided that the simplest & best way forward is to let the node bindings sync welcomes and call a separate
syncstream_all_messages call. The node bindings would have the responsibility to separatelysync_welcomes. This unblocks Ry until I get back to finish #835, which isn't a huge refactor, just removes a bunch of mutexes and boxes, but needs to be tested
