fix: v3 RC1 fixes

Description

• Fix bug in the API Catalog UI which was hanging the user in the login page
• Disable banners by deault in Gateway and Caching Service
• Update log levels for production environment
• Rollback wrong change in repository for CLI plugin publishing.
