Sync: Add subscription type for HPOS orders conditinionally

Fixes bug introduced in #39022 if there are orders with the shop_subscription type but the WooCommerce Subscriptions plugin is not active.

Proposed changes:

• Add subscription type for HPOS orders only if WooCommerce Subscriptions plugin exists

• To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the update/sync-hpos-orders-add-subscription-type-conditinionally branch.

Good catch, thanks for fixing this. I tested both with and without the Woo Subscriptions plugin, and with this PR there are no fatals.
