Review and evaluate deployment automation

As an engineer, we would like to utilize Github actions to easily automate deployment and image creation. This ticket will evaluate our current system and see if we can make improvements to automate this practice for our engineers and future partners.

If this is related to using a Github commit SHA instead of labeling a github action input when starting the deploy-dev.yaml action, then we should reword this possibly. the automation of build and image creating and the pull of the images is already there. we just need to change the variables that are being used in the process if we are just trying to use SHA's instead of custom values.
