Update baseline catalog revision to the previous 1.2.0 oscal content release

The PR updates the FedRAMP baselines to point to the prior OSCAL v1.2.0 content release. This revision still has the expected label properties. These will be used in the interim to avoid breakage, while PR #540 is reviewed by the FedRAMP stakeholder community.

PR looks fine. Consider updating the version to <version>fedramp-2.0.0-oscal1.1.1</version> on all the profiles.

Concur with merging to avoid backwards compatibility breaking changes identified in OSCAL content release 1.2.1.
