Problem

We need some kind of accessible menu to create new projects, open projects, change visible windows, etc.

Solution

We should add a main menu bar at the top of the window, as other tools do.
This menu bar should act as an alternative to the Toolbox plugin in the editor, through the 'Window' menu.

Initially, the following tools should be adapted to use this new plugin:

• Console
• Asset explorer
• Palette editor

The menu bar should contain all of the following menus, even if they're not already being used:

• Project
• Editor
• Window
