  1. add domain_bridge and a template yaml file
  2. add a waypoint interface package for local and global planner interfacing

domain_bridge can be run by
ros2 run domain_bridge domain_bridge ros_ws/src/robot/robot_bringup/params/domain_bridge.yaml
in each robot container
