This PR includes a deterministic build process for the forge-gen tool:

Build the contracts from within the tool and do not rely on a pre-step.
Use bytecode_hash=none. Otherwise, a non-deterministic value is appended to the bytecode.
Use a custom foundry.toml file for the tool independent from the repo configuration.
