PR 1 in series of more-digestable PRs presenting work in #8 .

What this PR does:

  • adds testing framework for schematron & XSLT (xspec)
  • adds basic unit tests for existing schematron
  • adds Travis setup for CI/CD (CD not yet functional)
  • adds Dockerfile, Docker-Compose (used bc better volumes management), and Makefile for local testing environment
  • updates documentation
